Charles Franklin, PhD
Professor | Marquette University Law School
Charles Franklin is Professor of Law and Public Policy at Marquette Law School, where he directs the Marquette Law School Poll. Since the inception of the Marquette Law School Poll in 2012 Franklin has conducted over 65 polls of the Wisconsin and the region providing insight into the dynamics of elections, public evaluations of public figures and issues facing the state and nation, as well as the electoral horse race. Since 2019 Franklin has also directed MULaw national polling on the US Supreme Court and other national issues. Read more.

Andy Hillig, PCC, MBA, FACHE
Director, Customer Solutions | LAK Group
Andy is the Director of Customer Solutions and an Executive Coach at LAK Group. In his role, he partners with individuals, teams and organizations to identify solutions to human capital challenges that will help them achieve their business goals. As an Executive Coach, Andy helps emerging, senior, physician leaders, and executive leaders discover their purpose and become more self-aware so that they have the impact they want to have in the workplace.

Abby Klemp, MPH
Research Analyst | Wisconsin Health Information Organization (WHIO)
Abby Klemp is a Research Analyst with the WHIO. Before joining WHIO, she worked as an epidemiologist with the Wisconsin Department of Health Services and the Wisconsin Department of Corrections. Ms. Klemp received her Master’s in Public Health from the University of Illinois Chicago where she concentrated in Epidemiology and Biostatistics.


Kara Newbury, JD
Regulatory Counsel and Director, Government Affairs | Ambulatory Surgery Center Association
Kara Marshall Newbury serves as regulatory counsel and director, government affairs for the Ambulatory Surgery Center Association (ASCA). Prior to this role, Kara coordinated state legislative and regulatory affairs for the association. Before joining ASCA, Kara served as the assistant director, state government affairs for the National Association of Professional Employer Organizations and staff attorney and director of government relations for the Community Financial Services Association. Kara received her undergraduate and law degree from The Ohio State University.

Dana Richardson
CEO | Wisconsin Health Information Organization (WHIO)
Dana Richardson is the Chief Executive Office for the Wisconsin Health Information Organization (WHIO). In this capacity, she oversees Wisconsin’s largest information system to improve the performance and value of Wisconsin’s health care delivery system and the health of its citizens. Prior to joining the WHIO, Ms. Richardson was the Director of PCPI Operations for the American Medical Association where she staffed the PCPI Board of Directors and oversaw planning, operations, and member services for the program. In this role, Ms. Richardson lead the development of the National Quality Registry Network, a learning network that supported the advancement of national clinical registries. Read more.

Thomas Shorter, JD, FACHE
Partner | Husch Blackwell
Tom Shorter is a partner in the Madison office and part of the Healthcare, Life Sciences & Education Strategic Business Unit of Husch Blackwell LLP. Tom represents health care systems, hospitals, physicians’ groups, and health care associations. Tom provides counsel on health care, corporate, labor and employment and regulatory matters. Actively involved in numerous healthcare industry organizations, Tom has been called to serve as a member of the Board of Directors and in July, 2022 began his term as President for the American Health Law Association (AHLA), as well as a member, Past Chapter President and Regent with the American College of Healthcare Executives (ACHE). Tom has been granted status as a Fellow with ACHE (FACHE). Tom currently serves as a Board Member for the National Association of Latino Healthcare Executives (NALHE). Tom is also active in the State Bar of Wisconsin. In Tom’s work for clients, he advocates for major healthcare organizations in sophisticated restructurings, mergers and acquisitions, affiliations, and joint ventures, among other corporate and employment matters. Tom also represents independent practitioners and their investors on establishing, maintaining, and growing their practices.

Dennis Winters
Chief Economist | 
Wisconsin Department of Workforce Development
Mr. Winters is a nationally recognized expert on human resource challenges in the competitive global economic environment. Mr. Winters has presented on the increasing value of talent to numerous audiences, including the Milken Global Conference, the Society of Business Editors and Writers, the National Association of State Legislators, and the Council of Chief State School Officers. Mr. Winters has expertise in economic analysis, modeling and forecasting; encompassing everything from designing commodity derivative strategies to long-term policy initiative scenario assessments. Mr. Winters' areas of focus include regional and national macroeconomics, energy and labor markets, and economic impact analysis. Read more.
